Connect computer to phone.
In Finder(Macintosh) or in Windows drag and drop the file into the "sounds" folder on your phone. You'll know it by seeing other ringtones in there like "Bell 1" or "Beep" or "Fantasy."
Disconnect phone from computer.

Open the Settings menu on your phone and find the "Call Sounds" or "Ring Tones" menu.

Set the ringtone you chose above as your ringtone, text alert, alarm, whatever you want!
